Background of the Study

Agriculture is a vital sector in Nigeria's economy, and various government initiatives have been introduced to improve agricultural production and ensure food security. The Anchor Borrowers' Program (ABP), launched by the Central Bank of Nigeria (CBN), seeks to provide financial support to smallholder farmers, improve access to credit, and boost agricultural productivity. This study evaluates the implementation of agricultural policies, with a particular focus on the ABP, in Kontagora LGA, Niger State.

1.2 Statement of the Problem

Despite the promise of the ABP to enhance agricultural productivity, smallholder farmers in Kontagora LGA continue to face challenges such as limited access to finance, inadequate infrastructure, and poor implementation of the program. This study investigates how effectively the ABP has been implemented in Kontagora and its impact on local farmers' livelihoods.

1.3 Objectives of the Study

  1. To assess the effectiveness of the Anchor Borrowers' Program in Kontagora LGA.

  2. To evaluate the impact of the program on agricultural productivity and the livelihoods of smallholder farmers.

  3. To identify challenges faced by farmers in accessing the benefits of the ABP.

1.4 Research Questions

  1. How effective has the Anchor Borrowers' Program been in improving agricultural productivity in Kontagora LGA?

  2. What are the key challenges faced by farmers in accessing loans and support under the ABP?

  3. How has the ABP impacted the livelihoods of smallholder farmers in Kontagora?

1.5 Research Hypotheses

  1. The Anchor Borrowers' Program has significantly improved agricultural productivity in Kontagora LGA.

  2. Farmers in Kontagora LGA face significant challenges in accessing the benefits of the ABP.

  3. The ABP has positively impacted the livelihoods of smallholder farmers in Kontagora LGA.

1.6 Significance of the Study

This study will provide insights into the implementation of agricultural policies at the local government level and assess the effectiveness of the ABP in improving agricultural productivity. The findings will inform future policy adjustments and help enhance the effectiveness of agricultural programs.

1.7 Scope and Limitations of the Study

The study will focus on the implementation of the ABP in Kontagora LGA, Niger State. Limitations include difficulties in accessing accurate data from farmers and government agencies involved in the ABP.

1.8 Operational Definition of Terms

  • Anchor Borrowers' Program: A government initiative aimed at providing financial support to smallholder farmers to improve agricultural productivity.

  • Agricultural Productivity: The efficiency with which agricultural inputs are used to produce outputs, such as crops and livestock.

  • Smallholder Farmers: Farmers who operate on a small scale, usually with limited resources, and produce for local consumption and markets.
